"Clearing" bicycles or ...?

This was taken while I was cycling pass the lorry where I saw two men seemingly "clearing" bicycles from the HDB void deck bicycle stands. I wonder what was happening.

1) They were transporting some bicycles of fellow workers after a recent upgrading of a HDB flat next to it, and the removal of the construction office about a week ago.

2) They were contracted by the town council to remove deemed forsaken bicycles.

3) They were taking aka "stealing" bicycles under bright day light.
